What you’ll do (the role)            

SUMMARY

The main purpose of this role is to achieve grid connections required by Lightsource bp projects in Portugal. Dealing with local TSO/DNO/DSO, ICP, developers and other actors involved in Portugal to ensure our projects are delivered in a timely and cost-effective manner and to ensure that the connection is managed during the development through to the construction process, focus on regional and state administrative process.

The position requires both technical and commercial skills and will be highly interactive with other organizations in the firm.  Contacts and knowledge of the TSO / DNO / ICP’s and governmental agencies responsible for grid connections is required.

 

DUTIES AND RESPONSIBLITIES

  • Provide technical assistance during project development and ensure that all factors influencing and influenced by the grid connection are considered.
  • Provide technical assistance in the submission and management of applications to grid connections in Portugal complying with the processes required by the ERSE, DGEG, TSO & DNO.
  • Strengthen relations with agencies involved in the development, construction and operation process such as ERSE, DGEG, TSO and DNO.
  • Provide technical assistance in the negotiation of grid shared agreement with other developers/players to ensure Lightsource bp requirements.
  • Provide technical assistance in the analysis of the TSO/DNO energy capacity study and regulations to support Lightsource BP in new opportunities.
  • Provide technical assistance related to electricity market services (ancillary services, balancing, constraints, auctions,...).
  • Provide technical assistance during supervision and test of IPC and EPC (substation and lines) including field assistance to testing and energisation, DNO and TSO works to ensure Lightsource bp has the required delivery capacity at the commercial appropriate terms and health and safety.
  • Provide technical assistance during creation and maintenance of framework agreements (including performance management) with ICPs and suppliers to ensure Lightsource bp has the required delivery capacity at the appropriate commercial terms.
  • Provide technical assistance during creation and maintenance of specific requirements of critical equipment and elements of power lines and substations.
  • Work closely with PPA, Business Development and Commercial engineering teams in the evaluation of M&A and Greenfields projects.
  • Support in due diligence in all M&A deals in Portugal including permitting, connection solution, cost and construction aspects of grid connection to the grid.
  • Support in the process of hybridisation of installations, BESS, WIND, H2, etc.
  • Attend Lightsource bp sites and third-party premises as required.
  • Support the Portugal Interconnection Manager in relations with external developers and consultants.
  • Support the Portugal Interconnection Manager in planning the activities of the GRID team.

 

KNOWLEDGE

  • Knowledge on permitting administrative process in Portugal
  • Knowledge of the grid connection process and grid offer negotiations in Portugal.
  • Knowledge of GRID regulations and administrative processes.
  • Technical knowledge on substations (30kV to 400 kV), UGL and OHL (30kV to 400kV) engineering and construction.
  • High level of English is required

 

QUALIFICATIONS

  • Attained an education, ideally a Master or Pre-bologna degree in Power Engineering but other relative qualifications and supporting working experience would be considered.

 

EXPERIENCE

    • Candidates with experience of working directly with licensing authorities, TSO and DNO in Portugal.
    • Good network of contacts throughout the DNO/TSO and DGEG environment in Portugal.
    • Candidates with experience in design and construction of VHV/HV/MV stations in Portugal will be preferred.
    • Candidates with experience in design and construction of underground and overhead VHV/HV/MV lines in Portugal will be preferred.
    • Preference will be given to candidates with experience in the design and construction and interconnect of energy storage facilities (BESS).
    • Candidates with experience in design, construction and interconnect of wind farm electrical interconnections will be preferred.
